Minnesota’s Senate Bill 3659 would, if enacted, establish a climate literacy seal “to recognize graduating high school students … who demonstrate mastery in climate literacy disciplines and attain green skills or technical green skills.”
Climate literacy is defined in the bill as “an understanding of the essential principles of the earth’s climate system, assessing scientifically credible climate information, learning to communicate about the climate in a meaningful manner, and making informed and responsible decisions regarding actions that may affect the climate.”
Senate Bill 3659 is substantially similar to Colorado’s Senate Bill 14 of 2024, which was signed into law on May 23, 2024, as NCSE previously reported. There is similar legislation at present in the Hawaii legislature that would establish a climate literacy certificate in Hawaii, as NCSE previously reported.
Senate Bill 3659 was introduced on February 19, 2026, by Steve A. Cwodzinski (District 49-Democratic-Farmer-Labor), and referred to the Senate Education Policy Committee, of which he is the chair.
