Greece’s doctor exodus continues to raise alarms across the country’s healthcare sector. According to data from the Athens Medical Association, more than 5,400 young doctors emigrated between 2020 and 2025. Consequently, medical leaders warn that this trend threatens the long-term viability of the public health system.

Greece’s doctor exodus: Detailed figures released by the Athens Medical Association reveal a persistent outflow. In 2020, 901 doctors left (347 junior doctors and 554 specialists). The numbers remained high in subsequent years: 866 in 2021, 808 in 2022, 808 in 2023, 1,047 in 2024, and 970 in 2025. Moreover, the majority of those departing were specialists, representing a significant loss of advanced expertise.

For example, the total exceeds 5,400 physicians in just five years. Therefore, the cumulative effect compounds existing staffing pressures in hospitals and clinics nationwide.

Primary Destinations of the Greece Doctor Exodus

England (UK) consistently ranks as the top destination. Annual departures to the UK ranged from 428 in 2020 to 319 in 2025. Cyprus follows as the second most popular choice, with hundreds relocating there each year. Other notable destinations include Germany, France and Switzerland. Thus, better salaries and working conditions in EU countries drive the majority of moves.

Additionally, many young graduates trained at state expense seek opportunities abroad immediately after qualification. However, this pattern has persisted for over a decade since the economic crisis of the early 2010s.

Impact of the Greece Doctor Exodus on Healthcare

The Greek doctor exodus intensifies shortages within the National Health System (ESY). Hospitals already face vacancies in key departments, and waiting times continue to lengthen in several regions. Consequently, patient access to timely care suffers, particularly in rural areas and certain specialties.

Patoulis, president of the Athens Medical Association, described the situation clearly. He stated the migration “is one of the most serious challenges currently facing the country’s healthcare system.” Furthermore, he noted it represents “a deeply qualitative and strategic” loss of the most dynamic part of the medical workforce.

Greece maintains one of the highest densities of licensed physicians in the EU. Nevertheless, active practising numbers in the public sector lag due to emigration and retention issues.

Government Efforts and Brain Gain Initiatives

Although no immediate official response to the latest Athens Medical Association statement has been detailed, broader policies aim to reverse trends. In 2025, legislation expanded automatic recognition of medical specialties obtained in the US, UK, Canada, Australia, Switzerland, and New Zealand. This measure seeks to ease repatriation for diaspora doctors.

For instance, earlier laws and incentives for island postings and certain specialties form part of ongoing brain-gain programs. Moreover, some reports indicate that the net returns of skilled professionals have increased overall in recent years. However, the doctor-specific outflow remains a distinct challenge.

Calls for Action from Medical Leaders

Patoulis emphasized practical solutions. He called for decent salaries aligned with international standards, modern training programs, stable career prospects, and the abolition of certain financial distortions in the system. Additionally, he suggested strengthening medical tourism to position Greece as a hub that attracts rather than exports talent.

Without targeted policies, experts caution that the Greek doctor exodus could become irreversible. Thus, sustained investment in compensation and working conditions appears essential for retention.
