TWIGGS COUNTY, Ga. (WGXA) — The Twiggs County Public Schools is implementing a new financial management structure that plans to “strengthen” oversight and accountability while saving the district over $100, 000 annually.
In a Facebook post on Wednesday, Interim Superintendent Tyrone L. Bacon announced that it will transition from a “traditional Chief Financial Officer model” to a “streamlined financial structure,” following recent leadership changes.
WGXA previously reported that Bacon was appointed Interim Superintendent following the retirement of Dr. Mack Bullard, who served in the position for five years during his 33-year career in the Twiggs County education system.
The district says the new financial structure will increase administrative oversight by the Superintendent while complying with the Board of Education’s standards for financial operations.

Under the new structure, the school system promoted its Executive Director of Federal Programs to Assistant Superintendent of Finance and “reclassified” its Finance Officer and Payroll Associate roles to Accounting and Complaint Manager and Budget and Financial Systems Manager. The district also contracted a Certified Public Accountant who will serve in an advisory role.
Superintendent Bacon described the positions, including the qualifications of each staff member, as follows:
Assistant Superintendent of Finance and Operations/ Executive Director of Federal Programs – Miriam Rearden
- Duties include providing administrative oversight of the Twiggs County Schools’ financial department while conducting work in Federal Programs, Compliance, and Student Assessments.
Accounting and Compliance Manager (Formerly known as Finance Officer) – Mindy Floyd
- Duties include overseeing accounts payable, accounts receivable, employee benefits, state reporting, and regulatory compliance documentation to ensure accurate processing and timely reporting.
Budget and Financial Systems Manager (Formerly known as Payroll Associate) – Lisa Nichols
- Duties include managing payroll, budget development, state and federal drawdowns, grants accounting, and serving as the district’s lead for the financial system to ensure responsible stewardship of district funds.
Certified Public Accountant with REDSage Consulting Services LLC. – Dr. Libby Whitaker
- Duties include providing professional financial reporting, audit preparation, cash flow monitoring, and compliance review. Will not approve expenditures or process payroll.
“This revised structure strengthens internal controls, clearly separates financial responsibilities, increases executive and governance team oversight, and improves transparency,” Bacon wrote. “As Interim Superintendent, I remain committed to ensuring every financial decision is guided by transparency, accountability, and what is best for our students.”
Bacon added he anticipates the new structure will save the district over $100,000 annually.
