RAPID CITY, S.D. (KOTA) – The Rapid City Legal and Finance Committee on Wednesday approved two items related to municipal contract management and financial oversight.
At the request of Alderman Stephen Tamang, the committee approved issuing a notice of non-renewal under the automatic renewal provision of an existing lease with One Heart, a program that assists people through crisis and toward self-sufficiency.

The notice is intended to preserve the city’s legal rights before the initial lease term expires at the end of the year.
Legal and Finance Stephen Tamang said, “Is to remove an auto-renew for an evaluation, a relatively common government item, that is the intention of my heart behind it, I brought it forward. It was a necessary thing to do, it’s not comfortable to do it, I knew it wouldn’t be comfortable to do it, but I knew it was the right thing to do. We’re going to work through it to find a better place for One Heart in the future.”
The committee also approved an 18-month review framework for undrawn 2022 Vision Account allocations. The framework was brought forward by Tamang.
“We created something that is an 18-month window, which gives the agencies that received these awards time to galvanize their donors to create successful draw downs, and then it gives us an opportunity in 18 months to see how we’re doing with options,” Tamang said.
