Athens, Greece. The country rolls out new digital tools for urban planning and development aimed at reducing administrative burden.
Greece has launched the pilot phase of its Digital Land Bank platform, activating a new system for the transfer of development rights, the Environment and Energy Ministry announced.
The platform went live on March 16 and marks the first operational step in digitizing a long-standing urban planning mechanism.
The system enables the transfer of building rights—a planning tool that allows unused construction capacity from protected or restricted properties, such as listed buildings or public-use areas, to be transferred to designated zones suitable for development.
“The platform establishes a structured framework for managing the transfer of development rights while reducing administrative burden,” said Digital Governance Minister Dimitris Papastergiou.

The pilot phase focuses on registering existing transfer titles that remain valid and have unused building capacity. These titles have been issued under previous legislative frameworks and are now being integrated into the digital system.
It is expected to run for four months and forms part of the broader “Konstantinos Doxiadis” urban planning reform program, which includes the development of Local and Special Urban Plans across approximately 80 percent of the country, as well as the designation of receiving zones for development rights.
Registrations are carried out electronically via the gov.gr platform, with the involvement of authorized engineers and digital verification by property owners.
The system is being implemented with the support of the Technical Chamber of Greece and is interconnected with key public databases, including the Hellenic Cadastre, the tax registry of the Independent Authority for Public Revenue (AADE), and the General Commercial Registry (GEMI).
“The reform aims to streamline procedures and support more consistent urban planning practices,” said Deputy Environment and Energy Minister Nikos Tagaras.
