Greece Ranks 2nd in Anti-Corruption Progress Report


Greece achieved the second-highest ranking among OECD member states and partners in the 2026 Anti-Corruption and Integrity Outlook, reflecting significant progress in strengthening its strategic framework to combat corruption.

The interior ministry highlighted that Greece also recorded the fifth-best performance in policy design quality and the second-highest implementation rate of anti-corruption actions. The report credits government reforms carried out in cooperation with the National Transparency Authority and the Ministry of Justice, noting that Greece now exceeds OECD averages in several key areas of public administration.

Key measures and achievements:

  • Introduction of a disciplinary framework for public sector officials, monitored via the digital platform e-Peitharxika, covering all stages of civil service disciplinary proceedings. The system helped eliminate perceptions of impunity, achieving 83% regulatory and 100% operational performance—well above OECD averages.
  • Recognition as an international model for its holistic anti-corruption strategy, coordinated through the National Transparency Authority.
  • Full compliance with conflict-of-interest regulations and improved oversight of lobbying and political party financing.
  • Expansion of open data policies to boost transparency and accountability.
  • Implementation of a standardized internal audit system, modernized asset declarations, and mechanisms enhancing accountability across public institutions.

These reforms collectively strengthen public trust, operational transparency, and the effectiveness of anti-corruption policies in Greece, setting a benchmark for OECD member states.
