The European Commission has approved Greece’s seventh payment request under the Recovery and Resilience Facility (RRF), paving the way for the disbursement of €1.18 billion, comprising €884 million in grants and €294 million in loans.
According to the Commission’s assessment, Greece completed 20 milestones and six targets set out in the relevant Council implementing decision.
The reforms and investments tied to the request are expected to have a direct impact on citizens and businesses, with a focus on the energy transition, transport, social inclusion, the digital transformation of public administration, healthcare and improving the business environment.
Key measures include the creation of the country’s first carbon dioxide storage facility and the introduction of an annual storage monitoring system aimed at reducing industrial emissions.
The plan also envisions the provision of personal assistants to at least 1,500 people with disabilities, supporting social cohesion and independent living.
In healthcare, renovation works are underway at nine hospitals and 15 primary care units, alongside the establishment of nationwide units for managing chronic diseases. Efforts are also focused on modernizing tax administration, including upgrades to IT systems of the Independent Authority for Public Revenue and enhanced equipment for more effective audits and increased public revenues.
In addition, the full digitalization of services related to driver’s licenses is being advanced, simplifying procedures such as issuance, renewal, vehicle transfers and license plates.
In the economic sector, access to affordable housing loans is being strengthened, while incentives are being provided for private investment through co-financed corporate loans, InvestEU guarantees for small and medium-sized enterprises, and capital support for innovative firms.
The Commission’s preliminary assessment has been forwarded to the Economic and Financial Committee of the Council, which is expected to deliver its opinion. Following a positive opinion and formal approval by the Commission, the funds can be disbursed to Greece.
Greece submitted its seventh payment request on December 19, 2025. Overall, the country’s recovery plan is funded with €18.22 billion in grants and €17.73 billion in loans. With this approval, total disbursements to Greece are expected to reach €24.62 billion, including pre-financing already paid.
This corresponds to 68.5% of the plan’s total resources, while 48% of milestones and targets have been achieved. As the RRF is set to conclude at the end of 2026, member-states are required to complete all remaining milestones by August of that year and submit final payment requests by the end of September.
