Holyoke mayor expresses financial concerns over CHD property acquisition


HOLYOKE, MA (WGGB/WSHM) — Holyoke Mayor Joshua Garcia took to social media this week after learning that the Center for Human Development (CHD) recently purchased a location on Northampton Street.

Garcia said he only found out about the transaction after it was completed. He also shared his concerns over what he said is the continued acquisition of taxable properties in the city by tax-exempt organizations like CHD. He said Holyoke is working to stabilize its finances, while also investing in core services and supporting residents.

Western Mass News reached out to CHD and they told us that they are not introducing a new program at that location. Rather, they’re relocating an existing Department of Youth Services-funded community program that’s operated on High Street for 17 years that primarily serves Holyoke residents. They also said the property acquisition hasn’t been finalized.

Their statement continued:

“Executive compensation at CHD is reviewed and approved by our independent board and reflects market standards for nonprofit organizations of similar size and scope. It would not be appropriate to adjust compensation based on conditions in a single municipality among the many we serve.”

“CHD is proud to be an active contributor to Holyoke’s community and economy. We employ 105 local residents with combined annual salaries exceeding $4 million and partner with Holyoke businesses through purchases, rent payments, and other investments. As a federally recognized 501(c)(3) nonprofit, CHD is exempt from certain taxes, allowing us to direct more resources toward community-based services. We remain committed to supporting Holyoke and broader economic growth across western Massachusetts.”
