A&O Shearman has advised the winning international consortium on reaching financial close for the A12/A15 Ressen–Oudbroeken (ViA15) public-private partnership (PPP) project in the Netherlands. This infrastructure project will significantly improve connectivity in the Arnhem–Nijmegen region and complete the direct transport corridor between the Port of Rotterdam and Germany.
The GelreGroen consortium consists of John Laing, HOCHTIEF PPP Solutions GmbH, Dura Vermeer Groep N.V., and BESIX Group NV/SA. The project represents a critical infrastructure milestone for the Netherlands and strengthens cross-border logistics between key European economic regions.
A&O Shearman acted as legal adviser to the consortium on the project financing, providing fully integrated, cross-practice support across four jurisdictions. The team advised on all key legal aspects required to bring the project to financial close, reflecting the firm’s depth in large-scale infrastructure and PPP transactions.
Lead partner Zeeger de Jongh commented: “We are proud to have supported the GelreGroen consortium on this strategically important project. This transaction demonstrates the strength of our integrated European platform and our ability to deliver complex, multi-jurisdictional infrastructure financings.”
The matter was led by a cross-border A&O Shearman team including:
- Dutch project finance: Zeeger de Jongh, Koen de Wit, Cees van Ginneken, Dimitri Kolias, Nicolette van den Bosch, Wouter Groot
- Dutch public law: Jochem Spaans, Jasper Wesselman
- Dutch ICM: Aron Berket, Michaël Guenneguez
- Belgium: Filip Tanghe, Hélène Bauwens
- Germany: Wolfgang Melzer, Tobias Wintermantel
- England: Rob de Kort, Nicholas Ho
A&O Shearman thanks the GelreGroen consortium for its trust and all colleagues across the Netherlands, Belgium, Germany, and England for their commitment over the past six years in bringing this landmark infrastructure project to completion.
