MONTGOMERY – Governor Kay Ivey on Thursday signed Executive Order No. 743 ensuring fair and lawful access to financial services within the state of Alabama.
“Alabamians count on being able to utilize banking services for their own financial security and prosperity, and such access underpins the stability of our economy,” said Governor Ivey. “State-charted banking institutions must not restrict the use of financial services based on customers’ beliefs, political views or involvement in legal activities. Accordingly, I sign this executive order to ensure that our residents’ lawful right to financial services is protected.”
On August 7, 2025, President Donald Trump issued Executive Order No. 14331, Guaranteeing Fair Banking for All Americans, declaring that no American should be denied access to financial services because of their constitutionally or statutorily protected beliefs, affiliations or political views.
The Alabama Banking Code provides that state-chartered banking institutions shall be financially sound and shall serve the convenience and needs of local communities by providing services to law-abiding citizens.
“Governor Ivey’s executive order closely aligns with the long-held position of the State Banking Department that no person shall be denied access to financial services solely due to their beliefs, affiliations, political views or engagement in lawful activity,” said Banking Department State Superintendent Mike Hill. “While I believe that our state-chartered banks have provided fair and lawful access to their services, all Alabama, State-chartered banking institutions should follow this policy effective immediately.”
Under Governor Ivey’s order, the State Superintendent of Banking Department shall issue guidance, consistent to the provisions of her executive order to all state-chartered banking institutions regarding the state’s policy and expectations regarding banking institutions’ continued practice of engaging in safe, sound and legal business activities.
