Greece ranked 56th out of 182 countries in Transparency International’s 2025 Corruption Perceptions Index, rising three places with a score of 50 out of 100.
The country continued its gradual improvement since its 2018 low point during the economic crisis, when it scored 45 points and ranked 67th. Since then, Greece climbed 11 positions overall.
Greece’s rise contrasted sharply with global trends, as the worldwide average fell to a decade-low of 42 in 2025. Four of the top 10 countries lost ground, five remained unchanged, and only one improved.
Government officials credited judicial reforms for Greece’s progress, saying the changes halved the time required for first-instance decisions. They also pointed to a €550 million court construction programme and broader digitisation initiatives.
Elsewhere, Turkey saw a steep decline in its score, falling from 49 points in 2011 to 31 in 2025, placing it 124th. Denmark led the index for the eighth consecutive year with a score of 89.
