President of Ukraine Volodymyr Zelensky met with the President of Greece Konstantinos Tasoulas at the Presidential Palace in Athens, Greece, on November 16, 2025.
Following the meeting with the Greek colleague Konstantinos Tasoulas, Ukraine and Greece agreed on bilateral cooperation in the energy sector to strengthen security of supplies for the heating season.
Zelensky noted that this winter, exposed to drones and missiles from Russia, will be a major challenge for the country, but relations with Greece have yielded positive results from the talks.
“During our meeting with the President of Greece Konstantinos Tasoulas, we discussed energy cooperation, namely the agreement between Ukraine and Greece on gas, which will help us get through the winter. We also talked separately about partnership in joint projects, diplomatic work, the need to strengthen sanctions against Russia and the use of frozen Russian assets, the involvement of Greek business in rebuilding Ukraine, and joint efforts to return Ukrainian children abducted by Russia,” the Ukrainian leader stressed.
Key Areas of Cooperation and the Context of the Events
It is planned that gas supplies from Greece will begin in January, and the launch of the Alexandroupolis-Odessa energy corridor is being considered in parallel, which is intended to expand and stabilize gas import routes for Ukraine.
After Zelensky’s official visit, Athens confirmed the agreements on energy cooperation, diplomatic steps and sanctions pressure on Russia. The possibilities of Greek business participation in rebuilding the country and the return of Ukrainian children abducted by Russia are also being discussed.
In the context of threats from Russia, Ukraine is considering using frozen Russian assets as a tool to finance the restoration of energy infrastructure and strengthen energy security for the upcoming season.
